Stands for National Outdoor Conference. This is an annual event held at Philmont Scout Ranch, a high adventure Scouting America base. The NOC serves as a conference where Scouting America council executives and scouters across the nation gather to engage in trainings, networking, and conversations about the latest changes with Scouting America programs and how to improve their home councils, units, and camps.
